whats the best way to strip all the paint and make it look good?

are we not allowed to skate at the parks? do we not pay taxes either? i just got a 130 dollar ticket for riding at my local skatepark and im just pissed off, and when i asked the cop why we werent allowed to ride and he didnt even know why we cant.
