Maybe a Bulldog? The front of the frame definitely looks like a 90's GT race frame like a Speed or Power, but the stays and dropouts look really unique and Bulldog frames are the only ones ive seen with that look.
This. Barely any bikes anywhere. My local won't have completes til spring. Maybe try a used bike for now, Facebook marketplace, Letgo, Kijiji, craigslist, all those seem to be pretty strong in my area atm.

Yeah 18.5" top tubes are for letting kids get onto 20" wheels before they'd otherwise be tall enough. At your height, most people would run at least 20.5", if not 21"

Yeah those threads look a bit gacked. You might be able to find someone with a tap/die set that could clean those up but 9/16"x20 is a pretty rare size, especially the left handed one for the other side. New plastic pedals are only like $20ish so new ... more »
From my experience, chrome and ano are pretty expensive and not usually worth it. I'd also say don't worry about the decals, they're gonna be too tricky to keep in good shape. Just soak the whole thing in paint stripper or sand blast it, then use primer ... more »
Alienation used to be everywhere on mid-range complete bikes. The only thing I really like them for is decent quality rims at super cheap prices, but they're still best for budget builds.
