With one 10mm spacer your bars would be the same distance taller grantee your steered tube allows. I use one 5mm spacer and it puts my 8.85 fit bennys in the perfect position for mass destruction

cult v2 stem&9.5 bars would be perfection.. Thats about 273mm.. Your current frontload(7mm rise) and bars (254mm)together= ~261mm.. New bars/stem combo will be roughly 1/2 inch taller!!! Also thats not inluding any spacers which wouldnt change height?? ... more »
I very much enjoy the extra room my topload+savage bars have gifted me.. 10mm headset spacer +23mm Merritt stem+savage bars(9.85•25.4)=~283mm rise. Feels tall but so am i at (6'1). Also, try flipping your stem to see if that is enough rise? My buddy ... more »
A frame will not help you fakie or manual. That comes from actually riding your bike.. Watch ethan corriere on the fit prospect with a 20.25 toptube. There are many great completes with 21" toptubes and in your price range. Fit vh1
Steerer tube length?? The head tube is extra tall on the tall boy, and many completes are built with stock geo that may be too short for the new frame. Measure your steerer tube(from the top to the bottom of the headset races)for compatibility. I vote ... more »

To answer your question, you would need a new bike if you went with 18".. Stick with your curwnt setuo and ride it til it breaks.. Our natural human capabilities of adaptation will happen no matter what.
Try adjusting bar position, tire pressure and even seat height may change our riding.. Experiment is the best way. Also, parts wont make tricks magically happen, that comes from time in the saddle.. Check ethan corriere on the fit prospect complete.
