As grumpySteve already said.... Yes you can use an allen key. It's offset to allow you to run a front brake cable.

I would fit the wheel to the bike and ride it for a few days before you make any decisions. As already mentioned, the clutch will be sticky for a while but should get better over time.

I been riding 28-35mm stems for most of my life but so far 45mm feels good. I think it's more of psychological thing to be honest.

What type of headset is it? Regardless, some grease should fix it. Just take it apart and make sure that anywhere where there is metal to metal contact has a layer of grease on it.
