So I have two problems going on with my bike. The first one is I recently got a new set of bearings for my front hub and they only spin for about 30 seconds while my old ones spun for like 2 minutes, could this be because they're new?
My second problem is that every time I try to tighten my back hub, the bearings get loose and make it rattle how do I fix this?

Well the first problem isn't a problem unless they are rough. Try loosening the cone nuts a tad just in case.

For the second problem, tighten the cone nuts down on the rear hub, and get your washers and put a little oil on the part that rubs against the nuts.

For your front hub, yes new bearings tend to take a little time to wear in. As long as they don't feel like they're actually catching when you spin the wheel, then they're fine.

And the back, is it sealed or unsealed?

Are your cone nuts tight? Tighten them up snug, and when you tighten your wheel to your dropouts, make sure the axle doesn't shift cause that can cause the cone nuts to come loose when tightening it.
