Alright so heres the problem =) I have a chain that seems pretty loose as you can see (BELOW). Now im not sure if i should buy a new chain and a chain breaker to put it on or if i should just buy a chain breaker and try to make my current chain tighter. Also as you guys can see when my cranks reach a certain degree the chain gets tighter would this be the cause of my sprocket or of my chain? If it is my sprocket can i continue riding like this or should i change the chain and sprocket to? I dont like to change stuff unless its useless and it would be cheaper to just buy the chain breaker what do you guys suggest?

It's most likely your sprocket, if its bent it causes a tight spot and the rest goes back to normal or loose, it might break your chain, so get a new sprocket
