So I am looking to get a 28t sprocket sometime in the near future I have one question though,
Will I need to buy a new bigger chain to it will fit around the sprocket or what ?

if your chain is loose, no
if it is tight, yes, pick up a few more links or a new chai
if your wheel is slammed in the dropouts the above applies
if not, place the wheel further towards the end of the dropouts

If you need a new chain get the fly bikes tractor chain I've been riding it for little while now and my wheel is slammed with the chain tight haven't had any issues with it

Not a bigger chain, but a longer one, I'm assuming that's what you meant.
And I've heard a few good things about the tractor chain, but I don't have any personal experience with it or personally know anyone with it. So I'd strongly recommend the Odyssey Bluebird, my wheels slammed as much as I can and I keep my chain really tight when I can, also I've bashed it off a curb a couple times now and its still working great.

General rule of thumb is when you go up in sprocket size you will need to add more links. also its suggested that you get you new chain with a new sprocket.

Close... 1.5 FULL links. Remember that there are 2 teeth in every link.

Even if your chain is loose probably. I went from 25t with a loose chain to a 28 and it didn't fit. Spent like a week waiting for a new chain =(
