Annoying me too much

Ok I'm having a stupidly basic problem, I cleaned my hub and regreased, when I did that I tightened all my bolts but realised my wheel doesn't fit back on with the washers, I can't take the bolts off on the NDS and I can't tighten the bolt up any further on the DS. So, how important is the washer over there? Also what can I do to loosen those bloody bolts?
Thanks.

P.S
These are the bolts I can't loosen, I've WD40'd them use socket wrench/ two adjustable's, nothing works >sad

From what I understand the washer just acts as like an opposite force against the hub, so when the frame pushes against the hub, the washer pushes the frame back, just to keep the hub from breaking, not even sure if that is how it works or not though..
I have a washer on my DS but not my NDS (my peg has a stopper thing) so yeah, I can't see it being that important.

Ok thanks bud, I'm going for pegs soon and I'll have a hub guard so I'll be able to get rid of all these annoyances.
Thanks for the reply, much appreciated.

Watch out what kind of hubguard you get though, some hub guards act as a washer, but thicker, so make sure you get one that replaces the cone nut or you might have issues later on.
