These frames will be too big for u, I'd go with 20.5 if I was u
Im 6foot and Im riding a 20.75 and its just a tiny bit too small for me

2013 kink liberty is a good bike, it's $400 on danscomp or you could get an eastern wolfdog from veinbmx.com for 379.99 or check craigslist.

ya, if you find something that seems like a deal at that size... go with a 20.5, doubt you're going to fucking care about a 1/4 inch or even a 1/2 inch. Get picky when you starting throwing bars or something.
but to really score a deal, craigslist is tits (vein is decent to scope as well)

Sunday Primer/Spark (whatever they're calling it now) is a pretty good bike. Comes in different top tubes now. IT has a really good street tech geo. That's if you want to buy new. Otherwise look for customs on Craigslist. You can find fully set up bikes for $300.

go with the longer top tube. It is personal preference but since you're coming back from a few years off, go longer so you have more breathing room.
I would check out Dans Comp (dot com) because they have great deals on stuff.
try to find a 100% chromoly frame but that can be tough in your price range.
another option is craigslist. You can get a great bike off craigs but you'll need to know what you're looking for and deals go fast.

Definitely go longer if you ever planning on riding dirt.
I'm 6'2"... I ride 21" for street & 21.25" for dirt. /shrug

The Fit 1 Series bikes are $379 and come fully sealed (front wheel, rear wheel, Bot Bkt and headset) and also have pivotal seats. No other brand seems to be close in that price range.
