Any other suggestions for a complete in the $400 range?

The Sunday has hi ten frame and forks (probably bars too, can't be bothered to look again). And that's what you want to steer clear of. It's better to get a complete with a few solid parts that will last, than a complete with better components. Those small components are cheaper to upgrade than a frame etc.
