Bike extremely hard to pedal by hand, even backwards

Heres a few things that I think may be causing it but if you can think of more let me know. the bike has been in storage for about a year. Both the front and rear wheel bearings are extremely tight, by that I mean I cant even move the back one with my hand, the front i can make move a little but it wont spin freely. When I put the bike all together I tried spinning the tires and they will barely keep going. Could it be that the bearings are shot or that because of the lack of use they just need to get moving again? I also just installed a new bottom bracket so maybe thats it, just needs to get broken in? Maybe i tightened something too much? What parts shouldnt be very tight?

chain is oiled, put grease in the bb and oiled the wheel bearings
