Bike frame full crmo?

No, it's not full crmo
Only the DT, TT, CS are crmo.

Do you think the bike is not worth it if the frame isn't full crmo?

I guess it depends on what you do.
I, for example, have bought a bike that has the same kind of frame (only the tubes are crmo) at 500-600$ and it's a blast! The stereo Flash 2015.

But I'm building a new bike, full crmo, high end parts, and it costed me about 900$

So, no, I wouldn't spend 820$ on the reason.

P.S. even if the frame was full crmo, the rest of the parts aren't worth 820$

For the same price, you can get the 2016 Volta, from winstanley:

I don't think their website ships to Australia

The wtp volta 2015 or 2016 is great,i have a 2012 volta myself! If you have $$$ to spend get a good bike as it will last longer and you will be more inclined to ride! Look around for specials on strictlybmx, luxbmx, backbone bmx, chainreaction cycles as these sites are good for Australians like my self!
if you dont want to spend as much and get a bike that is still good but not as good as the wethepeoples then there are a few i know of that are full chromo and are like 600 AUD Let me know if you want me to send you any links.

Spec wise for the price that this bike is amazing. Four pegs, it had 3 hub guards and it only needs a driver side guard if you want to grind on that side. Its full crMo, double walled rims, female front hub and 14mm male rear, fat seat.
Also i am pretty sure that they have to include a front and rear brake legally, Im not 100 percent sure so you would have to ask them. I have ordered from chainreactioncycles many times and they are great and the customer service is just as good!

Yeah I have looked at that bike and I did want to get it, it does come with brakes but I realised that they probably wouldn't work with it since it has no brake mounts or removable ones

Just found out the fortiz 2017 has removable brake mounts, might get that one then
