I don't think I would trust that rack just looking at it haha.
But you need these
The straps & mechanism that slides onto the rack, I looked around and I couldn't really find anywhere that sold them separately and to find one that fits that random rack you have would be a tough job.
I think you'd be better off buying a new one, it'd be more trustworthy and they aren't that expensive.
