I just bought a new chain and a new frame, I put the chain on and the axle was half way out of the dropouts and the chain was still loose so I took another link out and now my chain is too short. What do I do now?

What chain were you running before the problem and what chain are you trying to run now?
If you were running a full-link chain (pictured as Photo #1), then a half-link chain (Photo #2), or even a single link from a half-link chain added to a full-link chain will do the trick. Reason being, you can be more precise with a half-link chain in terms of adjusting the rear wheel in the dropouts.
