I am 5' 6". would a 21" top tube be too large?

Depends on the style of riding you want to do. I'm 6' 2" and I ride a 21" because that's where I feel comfortable, but for you, I'd go a little bit smaller in my opinion

Yea, it would be a bit big. I'm 5'10" and I ride a 21" top tube. I'm switching to a 20.75" top tube for my next frame.

It's mostly personal preference, so try out some bikes first.

I think I might go with the 21 anyway because that is the Verde Neyer Pro.

I say go for it. Everyone grows more and more accustomed to their bike the more it's ridden regardless of the geometry. Once you have a good feel, it'll be easier down the road to pick the right part sizes and measurements for you.

I'm 5'8 and ride a 20.75 but i've ridden a 21 and its not a big difference so you should be fine

Imo it would feel horrible. I'm 5'9 and I've had 4 21" frames all of them were way too large for me felt hard to throw around. I ride a 20.4

What is your reach and or inseam? Those s well as pedal to bar relativity affect a cockpit size as well. nobody knows what's best for you except you. Try other people's bikes or move your bars forward or back slightly
