Build a custom if you already know what you want and have the money. If your barely starting off I'd recommend a stock complete.
Any certain brand? I don't want unsealed cassette crap and stuff like that you know what I mean?

And I'm getting back in to riding. I just sold a custom specialized (don't laugh it rode great)

I dunno... if you know what you like in terms of geometry buying a frame and building a custom can actually save you money in the long run.
I like build from the frame up, but I know what I like already.
Buying a complete and thrashing it can turn out to be more expensive in the longrun.

I guess I'll start off by asking what your budget is?
If you can afford it, a custom would be ideal. Otherwise I'd suggest finding a used custom on craigslist or a stock bike. Fit and Kink make good bikes for the money, most of them I think are in the $400ish range and are fully sealed and either fully chromoly or mostly chromoly

If you were happy with the way it felt then use that bikes frame geometry and specs to shop with A.K.A. Copy it. Then try and think about what you didn't like about the old bike and why when buying components. Were the bars too short? Do I want wider rims? Alloy or PC pedals? Etc...
Brandnames are kind of secondary opposed to part dimensions, more then one parts company makes 8.5" rise bars with the same back sweep and upsweep, more then one company makes 175mm crankarms, and more then one company makes 50mm reach stems. Figure out what size you want, THEN figure out which one to buy.
Sinking money into a custom is a good time, expect to get it wrong the first time around with some parts, don't be surprised if you drop $1700 on a bike build and then throw down another $80 to replace the bars that are a week old. It happens sometimes.

That's what I has in this one I'd like to find another set of those bars if they still make them and I'm going to build a new bike over time. I'm thinking about trying freecoaster this time around

There is no budget this time being as I'm going to build it over the course of a month or two

If you're looking to go custom, look for an American-made frame like Sunday, S&M, or if you have specific specs you would like, Order a Lairdfame. They're handmade by an amazing dude, Mike Laird. https://lairdframe.com/
As for parts, I would recommend Shadow, S&M, Odyssey, and Primo N4FL front hub, and Primo Remix or Freemix (Depending if you want freecoaster or not.) Or go for Profile Hubs if you would like to spend an arm and a leg. Just keep in mind that all measurements are based on preference. There is no fixed measurements based on you height.

If budget is no issue, build up a custom if you don't mind not having one for a month or two (and that's the time it will take)
