I have 8.375 rise bars bolted up to a topload, if I went to frontload, what would be the same, maybe a bit more.

They'd be a bit lower than they are now.

You'd have to calculate the rise and stack height of your current stem, how many spacers you'd need, and the stack height of any stem you're interested in getting.. a good start is 25.4 mm is equal to 1 inch, 6.35 mm is a quarter inch, look at the stack height of the headset dust cap, etc.. you probably won't get the exact same rise (unless you flip the FL upside down), but you can get a similar feel by getting a stem a few millimeters shorter than your current stem, so the bars would still be closer to you.
