You should look at bikes with a 21 inch top tube or longer. An example for "complete" bike would be the Fit Bike Co. BF 3, which has a 21.125" TT. this bike also has a topload stem which pushes your handlebars higher, although the bars on this bike are 8.5" rise. Many tall riders, not all, usually go for taller rise bars because lower bars tend to affect their lower back.
If you think you might want to build a custom bike from the ground up, look at frames with 21" or longer top tubes, tall bars, and top load stems. Custom bikes are more expensive. It's totally up to you though. Feel free to ask for advice.
