You cant. At least not without like maybe a proper machine to do it.

Get a new sprocket if you need a bigger bore.

Why though?

You can use sandpaper without a problem if you're only increasing the size by less than half a mm but any more and you risk losing the concentricity of the hole, which causes problems for the rest of your drivetrain over time.

Drill press and a self centering drill bit could work, but even then there's a very high possibility of fucking up. A sprocket is one of the parts you don't want to be "pretty close"

A milling machine, a dial indicator, and an end mill. Without having an exact side end mill, you'll need to circle interpolate the hole. If all that is confusing to you, buy a new sprocket.
