Lol I’m trying to get my old bars off my old stem but the four bolts are stripped to basically circles but only 2 are stopped the bottom left and the top right.

Use a dremel with a cutting wheel and cut the bolts in the middle so you can use a large flathead screwdriver to unscrew them.

Oh shit, I never would have thought. What would happen if I just drilled through the whole bolt?

Good luck lol. They are hardened steel. Youd need some decent bits to be able to do that and youd ruin the stems threads.

I'd hammer an ez-out into the head of the bolt and use a tap wrench to spin it out. It's usually the safest way to remove a bad bolt.

You mean rounded, not stripped. A drill and an Ez out

Use a drill that fits in the hole. Drill then all until the head just pops off. Once the top is off, you can usually use vice grips to pull the rest out. Or, if you have the cash, get an easy out set & use then to pull the screws out.
