So, I was at the skatepark, and I guess I was riding with a stripped compression cap bolt, and ended up fucking up my steerer tube, is there a way I could replace the steerer tube or do I need a whole new fork?

Im sorry but you are gonna have to define what you mean by f***ed up. What is broken and what kind of fork and all that. Just tell us what is actually wrong and we will help.

Are you sure you didn't strip the compression bolt, because they are a lot easier to strip? And are you sure you even have a Compression bolt? Because if it has a thin threaded piece then it's probably a starnut bolt, in which case you can just replace the starnut.
