My friend has #100 of that exact stem. It's called Oil Slick, and it is quite a complex process from what I've heard.

I have an ODSY x Empire 10yr SXTN BLACK Oil Slick Stem.. Its that colour covered with like a Trans Black over the Top. It looks awesome, WAAAAAAY More subtle..

You definitely can't get the oil-slick finish in a can. Much like you can't spray paint your bike chrome.
