Alright so this is my first time painting and I guess I painted this unevenly. The top of the headtube is what I wanted it to look like, a trans red. Towards the middle and bottom the paint isnt smooth and not reflective or trans like the top. Is there any way to fix this? I dont mind re-doing it if thats what it takes.

I'm not an expert, but that's what it's going to take. I think all you have to do is sand it down and re-spray. Don't quote me though.

either just deal with it, or sand down, or strip and start over
use small, light coats to avoid this

Yeah you need to use light coats especially with trans paint because the more layers of paint you use the darker it gets.

Not sure if this is what you did but you can use primer adhesion promoter to help the paint stick then give it a few layers of paint (more or less depending on how dark/light you want it) then clear coat it
