When I grind my wheel gets knocked out of enlinement and rubs against my frame I've taken them of but I wanna put them back on how do I fix it ?

Do you use some washers ?
Put a washer between the bolt and frame without peg; when you ride pegs, take off the washer, the peg replace it.

maybe sand the paint an itty bit on the dropout to get it rough for more grip

THis.
I remove paint on painted frames on the peg and the dropout and rough them up so they grip better. Otherwise if you have the room, have a chain link removed, or put something between your axle and the front of the dropout that stops it from moving.
