Im riding my steerer tube 1/3 of the way in my stem and haven't had any problems.

Yup, middle of the top bolt is a general rule of thumb for all bikes, especially bmx since theres no suspension and we put a lot of stress on that area. I dunno if I'd feel comfortable personally, running a steer tube 1/3 of the way

As long as you can get some pressure down with your top bolt. so you don't have any wobble you should be fine. If it looks like when you tighten it down it pulls the top inwards stop and try and find a way to get some more space.
