Tough call , I run both . They both make good stuff , I'd say get one you want based on colour or graphics and ride it , you'll like it .

I'm pretty sure the Tallboy comes in a new crazy looking black , but the classic raw is just the sickest thing to me at the moment .

My S&M frame is good so far , and I even got to shave my dropouts while keeping warranty so I'd give them an A+ for warranty service ( with the help of Brink Distro PIC ) .

Edit : Bars , chain are BSD , and I have Paley Grips / Alex pedals being thrown on a spare soon. BSD holds it down as well , keep them in mind .

I had a Tall Boy and I loved it, would definitely get another one. BSD also makes very nice frames however with S&M being american made that'd be my reasoning for going with the S&M. I also beat the piss out of my tall boy and it never had any dents or cracks. Whatever you choose you'll like, that's just my 2 cents

Both are great quality frames with a nearly similar geo, so much similar than you might do your final pick because of a color. You can also consider the BSD passenger, once again, same kind of geo, just with lower BB (11.5" instead of 11.7" on the frames you are looking for), I ride one in 21.5" and it's the best frame I have ever rode.
But whatever one you choose, you are comparing only great stuff so you cannot go wrong, 21.5" tube will change your life for the better.

the Raider V2 has a 75.2 degree headtube, the tallboy is 75. the only other notable difference is the BSD uses 7mm thick investment cast dropouts on the V2. I would go with the BSD since those dropouts sound strong and i think its a little cheaper. If you run brakes, the tallboy might be better since it has the angled bosses.

Literally everyone here rides a Passenger ( I know 4 on top of my head ) and one guy beats his to FUCK and he loves it , I've seen some dude huck a huge floaty tailwhip , boosted high , and he landed it flat and the frame didn't even look like it cared , no flex or anything .
