But yeah Email S&M for sure, and maybe T1 again, or just call them. Calling would get a faster response anyway.

You never know if the person who welded it was in a rush or not, paying attention or not, sober or not, etc. I trust a machine programmed to do it as close to perfect every time over a random, clumsy human who ill never meet. For all you know, he is a psychopath and intentionally welded something wrong hoping to injure whoever rides it.

"Hand welded parts can have defects because a worker's quality Monday after a weekend of possibly partying, will be drastically different than during the week when they're much better, then Friday when they probably wanna get out of there in a hurry"
so yeah that's a big issue to consider.
I just try to avoid ANYTHING made by hand. My bars are Standard Strips (hand welded I believe), and they have beautiful welds, but I can still see slight defect in the welds on the edges. Nevertheless they feel great and im sure theyll last a lifetime, but I would rather have a set of factory made bars just for my own state of mind.
A machine will almost always do it 99% accurate, and if it doesn't, it will detect it and throw it out/fix it.
A human will mess up during manufacturing AND completely miss the defect while looking it over before boxing it up and shipping it out. Or worse, not care and mess up almost on purpose and ignore it while looking it over!
I know majority of riders are all "199% murican made, blabla" and will get butthurt, but I see absolutely NO advantage to handmade parts. The risk is SOOOO much higher.
That being said, we need more Taiwanese like factories in America for guys like me who hate handmade. I would love to support American made companies, but not at the cost of potentially injuring myself due to somebody else's clumsiness when making my bike.
Edit: easier said than done though haha
