He Means the the Press Fit Cone that comes on the BTR with the TRUE 14mm Female Axle, No Shitty Lock Nuts on that Axle!

Honestly Your best bet is to get a screw driver & VERRRRY carefully push it between the shell & the cone & wiggle it around a little & move around the entire Hub doing this until it loosens up.

OR

If the above doesn't work & this is the slightly more drastic way of doing it! Get Yourself a Towel/Rag & adjustable mole grips. towl over the cone, lock the mole grips onto the cone & move back & forth until You work the Cone off!
