19.8 would probably be too small, and 20.4 would be on thr very edge of the spectrum bUT it might work

How old are you?

Reason I'm asking is, if you're younger, then you've still got some growth spurts coming. You might be 5'3" now and dish out $300 some dollars on a frame with a 20.25" TT or something like that, but hit a growth spurt in the next few weeks, and then it's too small for you. Just my two cents, I mean I wouldn't go out and buy a 20.25" frame, or a 21" frame, but maybe 20.5", or something. Not TOO big for you now, and will hold you over until you grow into it too.

20.5..

by the time you grow into it and then out of it.. it will be time for a new frame anyways.

just go what you want to go with. I am 5'3 and i ride a 21in frame, smallest i would go is 20.75, but i like to flow around so i like having a bigger frame. Id say if you are going to flow around get something 20.7-21 and if you are tech riding 20.5 or 20.25. Also look into how long the chain stay are, the longer the chain stay the slower the spinning, but less looping out and the shorter the chain stay the easier it is to spin but you can loop out more. What is your riding style?

Well I haven't riden in three years so I'm basically gonna gave to relearn everything n I want to EVENTUALLY become tech so.... IDK any ideas? I wanted to get the 21" Berto Frame from 34r but everyone said its too big

its too big unless you want everything "tech" to be impossible
