im pretty sure its when the wheel axle is at the where the drop out opens so when you put on the wheel the chain is already tight

It means that the Hubs Axle is as far into the Frames Drop Outs as it can go.. It's not 100% necessary unless your Frames Chain Stays are say 13.25" to 13.75" & you want to run you Rear Wheel at 13.25" then you "Slam" it. Most people do it because once again if your Frames Drop Outs are say 13.25" to 13.75" & you run the Rear Wheel at 13.5" without Chain Tensioners or Adapters that stop the Wheel from shifting forward, with the right hit the Wheel can shift forward making the Chain Loose & you'd have to re-adjust your Wheel.
