Does a steeper 75.5* HT frame feel shorter than a 75 or 74.5* HT frame with the rest of the specs being the same?

No, infact if anything it will feel slightly longer as if you have your Bars inline with your Headtube then they will be slightly more forward.

But wouldn't it also affect where your feet are as well, putting your feet closer to the headtube?

The frame specs stay the same but the slight half a degree pulls your front axle closer into your bike , making a shorter wheelstay. But yes your bars will be slightly more forward but the main thing to think of is the HT angle and your BB height.

If I switch from a frame with a 75* ht to one with a 75.5 is there enough difference to order a slightly shorter toptube with the steeper ht?
