Is the wrench/allen wrench spinning on/inside the compression bolt (the hex flats are rounded off), or is the compression bolt spinning inside the fork? (threads are fucked)
If the hex flats are rounded, get a slightly larger allen wrench (1/4 maybe, if yours is 6mm), tap in it with a hammer and try again.
If the threads are fucked, IDK man. You're kinda fucked. You would have to somehow get the compression bolt out and see what kind of condition everything is. If just the compression bolt is stripped (likely if it's aluminum), and it's an M10 or something common like that, you could most likely fix it with some shit at Home Depot. If it's a H24/H25, you're once again screwed.
To get it out, I would just keep spinning and somehow pulling, and eventually, there might be enough thread to get it started, or you'll grind off enough metal it just falls out.

If you haven't got it out yet, take it to a shop or carefully drill it (I don't recommend this where compression bolts have a lip you might kill the steerer) best bet is a shop
