My stem has 2 stripped bolts that clamp onto the steerer tube of the fork. I just got a new fork and stem and was thinking that if there isn't another easy way, i should just use a hack saw or dremel tool to cut through the bolts, or drill the bolt so it breaks and i can remove it. Any ideas/suggestions?

No lol. Use a bigger size allan key and take them off, or take it to your bike shop if you can't get it off.

No problem man. I think they take a bigger allen key and pound it in so it fits and then take it off like normal. Also try to angle it different that may work.

alright, I'm tired of this shitty stock fork
i'll try some stuff, and worst case, i use my dremel, cut a ridge across the center, and use a flathead screwdriver to get it out
