You can bring your friend and say you weren't given any ticket but ultimately if you and your friend weren't wearing a helmet I doubt you'll get away unfortunately
Kinda this. I mean you could go to court and hope the Officer doesn't show up, then it gets dismissed, HOWEVER if he shows up he could potentially prove you didn't have one (if he had a photo or camera footage) and you are out of luck.
If he said it was a warning and did not physically hand you a ticket, I would call or go to the police station he is at, and ask about it NICELY. Don't roll in and be like "da fook man da cop gav me a warnin, not a dum tikit."
Maybe walk in and say something like "Hi there, I am curious why I received this stating I owe 196 dollars from something that happened 3 months ago? I was never handed a ticket and was advised it was a warning. If need be I can bring a friend who was a witness to the situation.
