Top tube size

I'm 5'11 and got a good deal on a custom but the top tube is 20.5 would I fit on it or am i to tall?

Yes you would be fine.

Toptube length is personal preference. I am 5' 11 and can ride a 20-21" I just like a 20.75-20.8 most.

If it feels short, put a front load stem on.

The only issue you may have is your feet touching the pegs if your standing. Over a few days you will learn how to put your feet so that doesn't happen. Plus, an advantage of a shorter frame is its easier to spin on and in many cases manual

It's a tad small for someone your height, but it would work for you in the meantime. I'm 5'10" and I ride a 21" but I'll drop down to 20.75" for my next frame.

If you ever buy a new frame I'd say go with a 21" top tube

If you go by the height chart. At 5' 11 I can ride a 20" toptube fine. But I feel best on a 20.8-21. And that's just what I have found best in 30+ years riding. My race bikes where a 21.5 toptube. An old buddy who is 6' 5" rides a 20.25. Not sure how but he won't change.
Keep in mind the guys who rode back in the day almost all rode the same size frame. You just have to alter position of bars and seat.

A front load lowers the bars a bit and makes the front end (toptube) feel a little longer. I run one anyway, never had good luck with top load stems. I seem to have them move/slip on me. Plus I like a lower bike
