Both, I think. I'm pretty sure I've heard both referred to as "bar hops".

I spent like 3 hours once, trying to learn them and heel-clickers, bunnyhop. I can certainly see why they're not done very often; I got worked more in those 3 hours than I have in the past year, I'd say. Got close but never managed either dizzy

Every flatland trick from the late 80's now looks a bit weird!

I remember trashing my Skyway grabber seat trying "spastic seat grinders" on my parents patio... not the most politically correct name in the world, I blame BMX Plus and the 101 freestyle tricks video
