the system is completely different
rails use guts to grab the seat
pivotal use just one bolt through the seat

So how does that affect the way the seat works?

the pivotal gives you less of an angle choice and you cant move it back or forward,
your postioning is limited.

is easier cuz is just one bolt to tighten and just put the seat on the tube, select what angle you want and you're good to go
with rails is a bit hard to install but you have every possition you want for your seat, and seats are way more comfy

the pivitol gives you more options of angles but you cant move it back n foward its mounted right in the center but moving the seat back isnt that important anyway angle actaully can help
