Idk what brand but to me they look like some old stock forks because of the drop out slot is rounded at the top and they look pretty beefy

I don't think the drop out slot is rounded from wear. On forks of stuff like old dynos and gt's the axle has 2 flat sides to act as a lock once its in the fork.Photo

Those are 14-10 mm axles. 14mm where the thread is, 10mm where it's flat. They came out as 14 was becoming more popular but most people still had 10mm dropouts.

Some stock forks have a small tophat washer to prevent the wheel falling out or moving if it's not tightened properly.
Those forks look pretty generic and could be almost anything if there's no markings to suggest what they are

I forgot about those that use the top hat washer.

Thing is the forks came with a stolen top cap but I'm not sure what exact forks they are and the forks feel pretty heavy

If they have a star nut probably old haros or gt forks with a different cap just my guess

They might be stock from a Stolen bike then but then again the fork bolt might not even be for this pair.

What does the top cap look like? Can you post a photo?

Well I gave the top cap to my friend but I'll try and get a picture when I have the chance
