Someone wanting to trade me this frame and cracks for my wheels says it's a Verde cartel frame but I don't think it is

Yea after looking at the Verde cartel frame I noticed it does not have a wish bone chain stay

That and add in the caliper hole on seatstay, along with those big ol' dropouts. I can't think of any company that still does the caliper hole or dropouts that large on aftermarket frames. I think that may be a complete frame

25" front end but companies that do brakeless complete frames have to send a caliper brake so its probably a complete.

90% sure it's a Radia, I looked at a few video's and the Radia's have that hole on the seatstay bridge.
Edit: Dropouts and wishbone also seem pretty close.
