What's the little 2 inch tube for on a bottom bracket?

It's a spacer. Goes on the spindle shaft between the bearings so that when you tighten the crank bolts it down it doesn't squeeze the bearings together and they either get damaged or don't spin well.

Sometimes, it won't match the width of the frame's BB since some are longer and some shorter. You'll just have to see if it fits yours. If it's too short, add some washers. If too long, file it down. If you're dumb like me, you don't use it, but it's been going two years strong.

Ive rode for 14 years now... and i have never put that thing in any of my bikes and it worked great.
