After I laced up my new wheel, I needed to true it. I managed to get the wheel from moving left to right but it still just goes up and down like crazy and it will eventually probably wear out my front hubs bearings.
Should I just re lace the whole wheel again?

its not gonna wear out your bearings
take some chalk and hold it above the spinning wheel, and slowly lower it till it hits, that is your high spot, true from there
