I've always known it as a Fakie Whiplash (With a Whiplash being a Hang Five Whip sort of thing while moving, and not a Footjam Whip).

Fakie manuals are called g-rides around here but ive never really heard it anywhere else so idunno if its the actual name.
What you described would just be a 180 g-ride halfcab.

I would call it a 180 to backwards manny pivot out or even just a stretched out 360 tire tap depending on the length of the backwards manny.
