bars keep moving?

Hello I'm here to see what I should do so here's my story. I was at my local park and I over jumped this ramp and landed flat very hard and my bars slipped all the way forward. Someone gave me there Allen key to use and I loosened them and put them back in place but it did it again. This time I had no Allen key to use so I put my foot inbetween the tire and downtube and pulled them back and I know its the worst thing you could do but I needed to get home and fix it right away. I though it was my stem and took my stem off to find the paint came right off. And when I got the bike a year ago they used to slip a lot so I got loctite and put it around the bars and on the stem a bit. That's probably not the best thing either. But I'm thing of stripping the paint straight off where it is on the crosshairs and tighten it because I think that's why they keep slipping is because where it's knurled it can't grab as good because the paint is in the grooves. This is pretty long but I just wanted some opinions on this. Thank you for readingPhoto

1. Scrape off paint on the bars where they clamp to the stem.
2. Clean the stem and bar surface good.
3. Tighten in a star pattern.
