Don't buy off the internet, go to your local bike store or any shop that sells bmx's, and ask yourself those questions. If you buy off the internet you wont know until you have it, and everything can go totally wrong.

My advice: Get a modern day mongoose which are fairly good for beginners, and eventually perhaps get an older mongoose which are excellent.

Just go a your lbs (Local bike shop), have your brother try riding a few bikes. If he's serious, put in the extra money to get him something that will last: something with sealed hubs, double-walled rims, full chromoly frame, etc
