Is that "bike shop" actually you and/or a buddy? I ask because ANY bike shop should know better than to do that.
Also WD-40 has a line of cycling specific product, like chain lube and bike washing cleaners and such. Could it have been one of those? Usually WD-40 is only good until it dries off, then it is gone, along with lubrication.

No, it was a bike shop and they said they had ran out of grease and used a wd-40 like material. It was an amateur only worked there a few hours. How long should it take to dry??

Get a rag and remove as much as possible and re-grease.. Nothing majorly wrong, might get a few interesting chain noises and obviously you'll get more wear without grease

A couple days give or take.
Honestly hit is with some degreaser, and then let it dry overnight, and then put chain lube on it.
Or take it back to the shop for someone who is more skilled there to look at.
Chains need lube, you do not want it bone dry.
