If I move my head set spacers to above my stem insted of them being below the stem will that make tail whips easier or harder?

i put mine above them stem a few days ago the reason is just to lower your bars and it doesnt effect it much depending on your bars rise mines 7.75 so i wanted lower now its a little less but it doesnt make a big difference
