What bike should i choose? I really want a freecoaster. I'm 5'2 and the kink is 20'75

They're both good bikes if you can't find any decent used. The difference you're talking about here is a quarter of an inch, that's 6mm. It makes fuck all difference, you'll get used to either.

Also the Haro has a cassette.
