i got eastern niner back wheel with a black rim. i just started running brakes. and ive used these brake pads before and they worked fine now they just arent very good. is it because of the blk rim with like no braker wear or what.. if i sanded down the rim would it work for better grip?

i'd just do that, because it'll wear through to a chrome rim

sanding won't help and is just a bad idea. keep the rim clean and get new pads plus make sure all your cables are greased other than that get a Primo Hula Hoop in chrome if that don't help go brake-less hahahahah
