My peg has a welded in washer

I have the shadow conspiracy little ones pegs ,does anyonee noe if the shadow pegs have a specific peg thats only for the front wheel and a specific peg for the rear wheel?

My axle is too short for my axle nut to tighten all the way ,because of the welded Washer in the peg

Any help?
