Actually seriously, the cheapest ways are to cut down seat tube you dont need, get a chain with hollow pins, and get a lightweight innertube for your tyres.

Haro F3? Srsly I'm going to tell you the truth, just pay $300-$900 for a new bike (Don't get anything less than $300 dollars bc those complete bike won't last you a long time and will cost to upgrade). That's the best advice, but if you think your Haro F3 is perfectly fine, just saw off the seat post (Obviously the extra slack you don't need), get new wheels, get a 9 teeth back wheel, a 25 teeth sprocket, and your seat looks pretty fat so if you are a weight weenie, get a plastic seat.

Get lighter/thiner intertubes, get lighter (foldable) tires, get plastic pedals. Cut off any excess seat-post that you don't need (but make sure you still have enough seat-post length to where the post goes past the top tube. Cut your bars to make them less wide (if you don't need all the width). Buy lighter parts as you slowly upgrade/customize stuff.
